I think a viral movement could shift legislative perspective and add pressure. I think incentives for sustainable design, as well as tax penalties for wasteful design, would encourage a consideration. We're really in early phases. There are a lot of people looking for jobs and this is something that requires thinkers, inventors and innovators. Who could change the world. So, yes, I think they can shift. But will need some encouragement. :-)
